The keys have a chip inside of them. But the chip you will receive is 48, the chip key must match the engine computer in order to start the car, so you have to ask local locksmith to do that. This ignition switch comes with 2 keys. The chip is initialized.
    Package Includes:
    1 X Ignition Switch Cylinder Lock + 2 Keys (with 48 chip)
Honda Civics that are year 2001 or newer are equipped with an immobilizer system.
If the car will not start because of this issue there will be a light (showing a picture of a key) that will come on in the dashboard when you crank the engine. This indicates that the car will not start due to not having the proper key.
In order to solve this issue you can:
Have the key to the lock you ordered copied by a local locksmith, but ask them to program the chip to match the one in your old key.
If you do not have the old key a locksmith can connect a small machine to the OBD2 port in the vehicle and program the car to work with the key that came with the lock.
